Message of Director General
I feel pleasure that NAB-Lahore is able to construct this website of Character Building Societies. This website will work as a bridge between the members of CBS, spread over the 5 Divisions, 21 Districts, 87 Tehsils and thousands of Union Councils of Punjab and NAB-Lahore. It will work as motivational tool to highlight the activities of societies and provide the members information related to coming programmes and events. The level of interaction with CBS member through this website will be enhanced gradually by placing Forms of Feedback and Complaints. However, the socities can get themselves registered with NAB by downloading this Form. The Character Building Societies aim at to provide an institutional mechanism that can spearhead the fight against corruption – an evil eroding the very fabric of the society. Corruption – the canvas that forms the backdrop to our daily lives, that colors our conversations, that erodes our belief in the future and strips us of our zeal and drive to create a better society. Scholars of repute have attributed collapse of civilization to corruption and lack of accountability. Consensus has developed globally that corruption is the main reason of failure of economy. NAB is, by virtue of its mandate and vision, one of the key institutions in the accountability framework in the country that is continuously striving to ensure its three pronged strategy against corruption. We have long recognized the importance and critical role of our youth, who are also our hope for the future. One of the main reasons for partnering with young people in a youth-oriented campaign like Character Building Societies is to encourage them to take ownership and responsibility for their role in society and to be mindful of their behavior. The CBSs also provides them with a platform and the tools to mobilize their own communities to take action in combating corruption.Young people have the power to change the system, end corruption and bring back society’s values. The active role and cooperation of civil society, Intelligentsia and media is imperative for success in this sacred endeavors. NAB will play its anti-corruption role most effectively and in harmony with the aspirations of the people of Pakistan. The support of all stakeholders and partners has been of great assistance to the Bureau and we look forward to continued support to assist us in achieving our goals. Let me end by saying that I am hopeful for this country, and have faith in the ordinary men, women and young people and this effort of NAB is the stance. "We Undertake to Eliminate Corruption through Awareness, Prevention & Monitoring" History has demonstrated that the exhibition of high ethical values and societal norms along with the real character makes a community distinct from the rest. This is the same virtue by which a community gets the leadership in its environment. This status of a community depends on its individual members who are just, fair and honest in their dealings and deliberations.
History also reveals that there are examples of both types of societies: those who could not maintain high ethical standings over a period of time, and those who managed through continuous struggle to achieve better ethical standings from the lower echelons. The driving force that will make distinction in this scenario will be the institutional commitment in close coordination and struggle by the youth segment of the nation.
NAB being the apex anti-corruption organization having its presence all over Pakistan does realize and recognize the very responsibility and incumbency to develop the person and the society. Awareness Team of NAB aims at developing a society that is able to demonstrate and exhibit high social norms and refined ethical values for the propagation of character, progress & welfare of the entire community and nation. If the youth and the noble persons of the society stand against corruption, that will derive a force which would work gradually to eliminate the culprits from all strata of society. The formulation of the CBSs throughout Pakistan is becoming a success story in this regard.
Initiative of launching CBS Website
To be able to achieve the dream of corruption free Pakistan it is imperative to establish a linkage of NAB’s vision with the vision of character building of the youth. Under the Character Building Societies, vibrant young thought leaders from across the province joined the NAB anti-corruption forum. Efforts are currently in hand to institute a culture of containing personal development for our CBS members. This website has been designed to establish and maintain a regular and prompt interaction with the CBS members. The members of Character Building Societies will be able to access material regarding anti-corruption awareness campaign of NAB Lahore. We should be proud of what we have accomplished and of the momentum we have achieved. I look forward to see the public continues to find its powerful voice in speaking out against corruption, and the organization strengthens its position as a credible force in bringing our country back to realizing the dream that we all cherished. We at “CBS” intend to nurture knowledge, skills, attitude & behaviour that will help our members in leading a better quality life. We intend to give Impetus to CBS activities in the day’s ahead. We look forward to break new grounds and build ourselves up into a credible anti-corruption forum in times to come.
Our Mission
CBS in synergy with NAB is to be a credible, effective, efficient, dynamic and efficacious financial anti-corruption forum meant for enabling of an environment for a corruption free Pakistan.
Our Mandate The Character Building Societies organized by NAB derive their legal mandate from the National Accountability Ordinance (NAO) - 1999 which is applicable to all the persons in Pakistan residing anywhere. The CBS framework has been formulated in light of following legal provisions: Section - 9 of the NAO 1999 defines corruption and corrupt practices in a comprehensive manner. Section - 33 of NAO 1999 empowers NAB to undertake prevention and awareness campaign against corruption besides investigations and enforcement of law.
Our Objectives
The CBS will concentrate on the following common objectives: Inculcate a strict sense of self-discipline through personal examples taking inspirations from social norms, ethical and religious values/ obligations Encourage students and the teachers to discharge their obligations towards the community’s needs and expectations
Motivate students to harness their social, ethical and academic values in consonance with educational and cultural curriculum Encourage CBS members to act as whistle blower against malpractices, corruption and related issues to concern quarters without any exploitative motive or design Each society to make its own code of conduct to plan and practice activities aiming at becoming a good citizen Code of conduct for teachers and District Managers be formed and practiced Propagation and inculcation of high moral and ethical standards; Unity, Faith & Discipline Services to humanity in hour of need
Short Term To bring the youth and the notable, noble & character worthy persons of the society under its umbrella in order to give them feeling of ownership, honor and responsibility for spreading awareness regarding corruption and corrupt practices in the society and about the anti-corruption initiatives taken by NAB, in addition to develop ideal character of the citizens as individuals and society as a whole, leading to build a corruption free Pakistan.
Long Term To eliminate corruption from all sectors of Pakistan by engaging the stakeholders of the society through purpose meant activities i.e. awareness, whistle blowing, prevention and enforcement through an approach which is comprehensive, holistic and progressive and is meant for the reformation of societal fabric.
